The challenge

Higher education in Georgia and Azerbaijan is evolving – towards more dynamic, student-focused systems that better serve society and the economy.

But progress depends on leadership. And across the sector, many leaders lack the support and development needed to drive meaningful change.

Without stronger capability in governance, strategy and management, reform risks slowing at a critical moment.

What we’re doing

Through LEADHEGA, we’re working in partnership with universities to build leadership capability from within.

Together, we’re co-creating a practical development programme designed to turn learning into action.

The focus is simple: equip leaders with the confidence and tools to deliver immediate, measurable improvements within their institutions.

Future impact

This is about building momentum that lasts.

Over time, the programme will expand – reaching 250+ leaders and at least 20 additional universities.

By strengthening leadership, LEADHEGA is helping universities move from ambition to action – driving lasting, system-wide reform.
