The challenge

Higher education systems in Algeria and Tunisia are undergoing significant reform – seeking to improve quality, expand access and increase their impact on society.

But like many systems in transition, progress depends on leadership. And across the sector, leaders often lack the development and support needed to drive change at pace.

Without stronger capability in governance, strategy and management, reform risks losing momentum.

What we’re doing

Through the Mediterranean Higher Education Leadership Academy (MHELA), we’re working with partners to build leadership capacity at scale.

At the heart of this is a certificated leadership development programme, designed to turn learning into results.

The focus is on practical, applied learning – supporting leaders to make immediate improvements within their institutions.

Future impact

MHELA is designed to create lasting, system-wide change.

By strengthening leadership across both countries, MHELA is helping universities move from reform ambitions to real, sustained impact – for students, institutions and society.
